The Cleveland County Sheriff's Office released an official statement Wednesday afternoon regarding a now fired detention officer who has been charged and arrested for "Sexual Activity by a Custodian."
The Cleveland County Sheriff’s Office received information from an inmate regarding possible misconduct involving Detention Officer David Todd Morrow. The Sheriff’s Office immediately initiated both a criminal and internal investigation. David Morrow was suspended pending the outcome of the investigations.
The internal investigation concluded with Morrow’s termination on April 22, 2026. The findings from the criminal investigation were presented to a grand jury on April 27, 2026, and a True Bill of Indictment was returned on April 28, 2026.

David Todd Morrow was arrested on April 29, 2026, and charged with Sexual Activity by a Custodian (True Bill of Indictment). His bond was set at $25,000 unsecured.
Morrow was originally hired on August 1, 2019, and was terminated on April 22, 2026.

Sheriff Norman stated, “This type of allegation is concerning, and we are committed to ensuring accountability and transparency throughout the process. We will continue to cooperate with the judicial process.”
