KM elected official named in agenda for possible censure at upcoming April 14 meeting

Kings Mountain – As the Tuesday city council meeting creeps closer, so does a possible censure for Council member Scott Neisler. For what reasons exactly, still remains unclear.
In the city council meeting agenda for Tuesday, April 14, 2026, under the regular meeting agenda section, it states, "Motion to authorize the Mayor to enter into a contract with Patrick Flanagan Attorney with Cranfill Sumner for the purpose of investigating a complaint against Council member Scott Neisler regarding a possible violation of the City Council Code of Ethics Policy and other adopted Resolutions and complaints which might result in a Resolution of Censure or other action against a member of the governing body - Mickey Corry, City Attorney."

In an emergency meeting held by city council last week, the Kings Mountain City Council voted to move forward with censure proceedings, without naming Neisler or any alleged accusations for censure.
During the emergency meeting on Thursday, April 2, City of Kings Mountain Attorney Clayward “Mickey” Corry explained the process of censuring someone to the city council. He stated that this was a “historic event” for Kings Mountain because it had never been done before, he needed to review the process.
Corry explained in fine detail that a verbal accusation would not suffice and that he wanted all allegations written down and turned in by any or all council members by mid-next week.
This explanation of the process went on for a majority of the roughly hour-long meeting, as he informed the council that outside council was needed in help with this matter, that even the person they wished to censure, which was never named, would also have a vote on the issue.

Corry further noted that while no censure would happen on that night of April 2, they could vote on moving forward with the process of censuring someone – again, no names named – and then that vote would open the proceedings to hold another meeting where discussion could be had on the alleged allegations made against this unknown / unnamed person for whatever purposes are deemed reasonable for censureship, but no reasons were publicly stated.
The public was never officially made aware at the April 2 meeting of who this person might be, not even after the vote to begin the censure process.
However, city council decided to move forward against Neisler, without naming him, which passed 5-2. Heather Lemmond and Scott Neisler were the only two dissenting votes.
All that is currently known, at this time, is as stated above, "... a possible violation of the City Council Code of Ethics Policy and other adopted Resolutions and complaints which might result in a Resolution of Censure or other action..."
The Kings Mountain public meeting will be held on April 14, 2026 at City Hall, located at 101 West Gold St., Kings Mountain, NC 28086; the meeting will begin at 6 p.m.
